Elmira Couple Arrested For Welfare Fraud

On Sunday, Elmira Police arrested 50 year old Teddy Walburn and 48 year old Lucinda Walburn both of Elmira on a warrant for Welfare Fraud 3rd Degree, Grand Larceny 3rd Degree, and Offering a False Instrument

Police say from March 2018 to December 2018, the pair submitted false documents to the Chemung County Department of Social Services. These documents were submitted for the purpose of establishing and maintaining their eligibility for public assistance.

 The Welfare Fraud Investigation Unit conducted an investigation into the submitted documents and claims. Credible evidence of fraud was established. Based on this fraud, Teddy and Lucinda Walburn received more than $3,474.00 in public assistance they were not entitled to. Based on this fraud, charges were filed against Teddy and Lucinda Walburn.

 Welfare Fraud 3rd and Grand Larceny 3rd are both class D felonies and Offering a False Instrument for Filing 1st Degree is a class E felony.
